With so many signs in what at first glance appears to be a fairly simple glyph we had better compare with the parallels:

 

H P Q

The appearances are not identical, not the same signs. In Q there is perhaps a viri in the 'running leg' and a haga towards right in the form created by arm, torso and 'running leg'. In P there might be (like in H) a viri in the connected arms. Is the concept haga expressed in the elbow ornament?

To evaluate these possible readings it is necessary to analyze each text in its own environment, i.e. the total text of H, P respectively Q. Parallel comparisons between single glyphs do not give more than suggestions.

For example: What presumably corresponds to the elbow ornament in P above is located in preceding glyphs in H (immediately before) and Q (three glyphs before):
