I have included also the redmarked glyphs, though their horizontal 'waves' probably have another basic meaning. As we ought to learn from the pair of ceremonial staffs the vertical dimension (ao) should be regarded as the opposite of the horizontal dimension (ua).

The ua sign has 3 vertically oriended 'waves' but in the redmarked glyphs above there are 2 horizontally oriented waves.

A tentative conclusion regarding Rogo in Eb7-1 is that his 'wavy hair' could mean the opposite of ua, i.e. sunshine rather than rain. Maybe he stands at the beginning of a season beyond a rainy season?
