This glyph is marked by a sign. For the middle flame at the top has a more oval shape than the usual (unmarked) type of glyph:

 
I guess this special flame means just that: a flame. Whereas the other flames are just part of the total sign (the glyph), not underlining the fact that they could be seen as flames.
 
At the beginning of a new time-space period old fires had to be extinguished and new fires created. At the time of a new year a new fire had to be created in order for a new period to be born. I guess this might be the meaning of these two glyphs when read together:
