Ideas:

1. This glyph is not exactly like the one in Hb9-46. The hand has the uppermost finger oriented more upwards. I think this is a sign, because the glyph in Hb9-46 has what appears to be the standard hand. I have compared with other rongorongo texts.

The glyph in Hb9-44 shows a hand designed to be in between that in Hb9-46 and the one in the glyph above. There seems to be a gradual return to sobriety.

2. In general I believe the meaning of this type of glyph is kai. But what is the meaning of the uplifted finger? Is it to show a hand with the fingers more spread out? Or is it to indicate heaven?

I think we must learn more about the kava ceremonies, for in there somewhere may be the answers.
