The man at bottom is kneeling down and listening whereas the figure in the upper compartment is working with no time to listen.

The fish-hook in Gb1-18 could denote the opposite side of the year compared to the season working with bees. Bees are above and fishes are below.

The Fish-hook of Maui was probably in the month He Maro, which, we can guess, was 'June (and time for a new year beginning with 'July):

... Maui temporarily lost his maro (loincloth, perhaps alluded to in the Easter Island month name Maro, June, the 'dry' - maro - month), when hauling hard to get the great 'fish' up from the deeps ...

The heliacal stars indicate Maui was drawing up Land in the sky, because Nunki was at the Full Moon -  in 'December the Sea was arriving. In rongorongo times the Fishhook of Maui was in day 185 (July 4) and at the time of the Hyades Gate the stars had been rising 64 days earlier, in day 185 - 64 = 121 (MAY 1).

What kind of 'Fish' was drawn up at Gb1-18?

118 = 472 / 4 could mean we ought to look at the nakshatra stars and Cancer was once the constellation for descending souls:
