If 'February' (I am using quotation marks here in order to indicate half a year's dislocation due to the position of Easter Island south of the equator, i.e. with e.g. 'February' I mean August) is the last of 4 winter months, and if we begin counting the year with 'July' (the first month after summer solstice), then the last month of winter will be number 8.
If 'February' also is the last month of the year, then a new year will come with 'March', and it can hardly end as early as at summer solstice in 'June'. October means 'the 8th month'. If it is the 8th month, then the year must begin with March. But October is the 10th month nowadays because our year counts from January. If once there were 2 'years' in a year, and if they each had 8 'months', then these months musst have been shorter than 30 days. For instance could they have been 25 days long because 16 * 25 = 400:
